This report includes a summary of bilateral discussions with South Sudanese officials on economic developments and policies. The discussions were conducted in a context affected by different challenges including armed conflict, fractured politics, feeble institutions and capacity, underdevelopment, corruption, and an economic crisis. This report (2010) makes a capacity analysis of the Government of South Sudan based on reviewing several capacity building providers, including universities and implementers and based on a literature review and interviews with GoSS officials. Download
The findings presented in this report from 2010 are the result of an assessment that was conducted by an independent consultant on two DGTTF (Democratic Governance Thematic Trust Fund) funded projects in Southern Sudan in 2005 and 2008. The projects were part of UNDP’s broad efforts to support the development of decentralized democratic governance through the implementation of the Comprehensive Peace Agreement (CPA) signed in January 2005.
The purpose of this assessment is to inform the development of an integrated, multi-sectoral program to support the CPA by delivering tangible peace dividends. This will be done through building capacity of state and county governments to effectively engage citizens and address their needs. Data for this assessment was gathered through review of official documents, informant interviews, and limited visits to local communities and service providers. Download
