Since the Anglo-Egyptian colonial epoch (1898-1956), development in Sudan has mainly been based on large-scale projects, such as the Gezira Irrigation Scheme, Rahad Irrigation Scheme, Jonglei Canal, oil exploitation, Merowe Dam and rain-fed mechanized agricultural schemes. The purpose of this assessment is to inform the development of an integrated, multi-sectoral program to support the CPA by delivering tangible peace dividends. This will be done through building capacity of state and county governments to effectively engage citizens and address their needs.
