This paper reviews the literature and documented evidence on capacity and coordination issues in crisis situations, where social protection and humanitarian assistance intersect. The paper finds that while there is a burgeoning literature that mentions capacity and coordination, very little of this focuses on crisis situations. This policy brief presents a summary of findings about citizens’ perceptions of national identity from a survey of South Sudanese respondents in 2021-2022. Findings can inform discussions about national identity and nation-building in the context of South Sudan’s transitional process.
