Since the Anglo-Egyptian colonial epoch (1898-1956), development in Sudan has mainly been based on large-scale projects, such as the Gezira Irrigation Scheme, Rahad Irrigation Scheme, Jonglei Canal, oil exploitation, Merowe Dam and rain-fed mechanized agricultural schemes. This report examines Sudan’s considerable history of elections, and asks why, despite the apparent success of 1953, multi-party elections have not so far produced the kind of stable yet dynamic government in Sudan that the secret ballot is intended to encourage. The report argues that failures of government should not be construed as evidence of any fundamental unsuitability of elections to Sudanese circumstances.
The purpose of this paper is to analyse the water policies of the Nile riparian states and their attendant consequences, including economic, environmental and social crises. From a holistic theoretical standpoint, the paper explores the distribution, redistribution and utilisation of Nile water by Egypt, Ethiopia and Sudan, and discusses their policies and strategies for further cooperation.
